BREAK THE CHAINS OF POVERTY



For over the years poverty is still the most significant challenge in the Philippines and its citizens. Filipinos are having a hard time surviving in their everyday life in any difficult conditions. According to the World Bank had estimated the Philippines' poverty incidence at 23.1 percent in 2017 and 21.9 percent in 2018. In its latest report, the World Bank saw the poverty rate in the Philippines further declining to 19.8 percent in 2020 and 18.7 percent in 2021.

Lots of people are experiencing extreme poverty from then until now especially in this time of pandemic since most of them work for low-paying jobs, sometimes they were paid below minimum wage also they work from home. The resources are not properly distributed by the governments and other organizations and it usually goes somewhere else. The poor are being deprived of things. According to the Philippine Institute for Development Studies (PIDS) in an August 2020 study, wherein everyone is on the receiving of a 10% decrease in their income, the number of Filipino can increase by 5.5 million. So the advocacy campaign, "Break the Chain of Poverty" is to take measures and to help build a better community.



ADVOCACY

1. Creating more and better jobs opportunities

Stronger economic growth is the most effective way to create more and well-paying jobs that would somehow help the citizens and can help to reduce theft and terrorism. Congress proposed a bill which is the Corporate Recovery and Tax Incentives for Enterprises (CREATE) that this measure somehow improves the ability to attract highly desirable investments that are expected to save about 120,000 jobs and create about 62,000 new jobs. This advocacy aims for the people to have a better paying job so fewer people would be hungry and that would somehow a step for them to get out of poverty.

2. Social Assistance and Development

Social assistance and development would help them provide for their daily needs and also for the education of their children. The Department of Social Welfare Development (DSWD) has a program which is the Pantawid Pamilyang Pilipino Program (4Ps) that provides conditional cash grants to the poorest of the poor, to improve the health, nutrition, and education of children. This advocacy aims to help them access basic services.

3. Encourage people to donate and volunteer to the programs and also in the community

Donating and do volunteerism is a way to support poverty reduction. Under the Bayanihan to Heal as One Act, the national government was directed to implement a multi-billion-peso cash subsidy program for poor families, including the beneficiaries of the Pantawid Pamilyang Pilipino Program. The donation of the people is a big help for the citizens no matter how big or small it is because in that way can help them to move forward. This advocacy aims to make a difference in their lives that has a positive impact.

With the assistance and support of the agencies and/or organizations, we can make this advocacy successful.

Department of Health (DOH)

The Bayanihan to Heal as One Act is an important fundamental of DOH. This act can help thousands of people by providing them financial incentives per month.

National Anti-Poverty Commission (NAPC)

The National Anti-Poverty Commission coordinates poverty reduction programs by local and national governments. NAPC created the "Social Reform and Poverty Alleviation Act" known as Republic Act No. 8425, every sector alleviates poverty wherein they will empower the minimum basic needs of health, food and nutrition, sanitation, shelter and etc. in every poor Filipinos.

Philippine Health Insurance Corporation (PhilHealth)

The PhilHealth program which is a social insurance program provides the means to pay for the sick that both local and governments allocate funds to support the indigent. They also give PhilHealth card ng Masa to indigenous people who can't afford to pay as an individual member.

Department of Social Welfare and Development (DSWD)

DSWD has three main poverty alleviation programs which are the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), Pantawid Pamilyang Pilipino Program, and the Sustainable Livelihood Program (SLP) for them to improve the status and to address the most basic needs of poor people.
